Those who received a settlement check in 2006-07 for the 2003 Visa/MasterCard debit tying case settlement should expect another residual check by December 7, 2009. Competition Commissioner Neelie Kroes said: “The inquiry has found widespread competition barriers which unnecessarily raise the cost of
retail banking services for European firms and consumers. The Commission will make full use of its powers under competition law to
tackle these barriers, in the market for payment cards and elsewhere
when they result from anticompetitive behaviour.”

Stop Sticking It To Us: Stand Up to Big Credit Card Companies- Australia
The Reserve Bank of Australia (RBA) issued conclusions on their review of the Australian payments system reforms. The report focuses heavily on interchange fee reforms and finds that competition, transparency and price signals to consumers have all improved as a result of the reforms even though downward pressure on interchange fees remains relatively weak.
A noteworthy quote from the RBA media release:
"In the Board’s view, the reforms have significantly improved competition in the Australian payments system. The reforms have liberalised access and removed restrictions on merchants that had weakened competition in the system. They have also increased transparency and have led to more appropriate price signals to consumers."
